An Israel-PLO agreement, by definition, does not affect parties other than Israel and the PLO. Mr. Abbas's crime was committed in Italian jursidiction (Italian flagged vessel); it involved the killing of a U.S. national; he was captured by Americans. Israeli jurisdiction is not involved at all in this case, so what Israel did or did not agree to is utterly irrelevant.
