It is true that commissioners of the Securities and Exchange Commission do not serve at the pleasure of the President; their jobs are secure.

However, the chairman of the SEC serves as chairman at the pleasure of the President.  If the President is dissatisfied with the current chairman, he may dismiss him from that post at will.  The chairman then reverts to being an ordinary member of the commission, and the President may replace him with any of the other four commissioners as the new chairman.
