Er, if the EU is going to have a common foreign policy, shouldn't we be reducing the number of permanent EU seats on the council to one, instead of adding a third? Keep all the General Assembly seats, fine; the Soviet Union had three GA seats after all. But if there's a common EU foreign policy, then there won't be need for the EU to have more than one veto-enabled seat.
And fortunately, if reducing the EU to one seat would under-represent Europe, there's plenty of other candidates to add. Since Fischer is implicitly counting both the WEOG and the Eastern European Group as a single region (since otherwise either the EEG as a group or North America as a continent doesn't get a new permanent SC seat under the Japan-Germany-Brazil-India formula), the obvious non-EU/non-EU-candidate WEOG/EEG states would be Canada, Israel, Norway, and Ukraine.
Pick two, one to replace one of the EU's current seats, the other to have the additional seat. Norway's the largest non-EU WEOG state in Europe proper; Canada's the most populous non-EU WEOG state that doesn't have a seat; Israel is the only non-EU state in WEOG with nuclear weapons; and Ukraine is the largest non-EU state in either the EEG or WEOG that doesn't already have a permanent seat.
