The Red Cross was barred from New Orleans by state officials because their "presence would keep people from evacuating and encourage others to come into the city."  At the same time, local officals in communities neighboring New Orleans closed off evacuation routes from the city.

So state officials stopped relief from getting in, and local officials stopped those in need of relief from getting out
